4427. מָלַךְ mālaḵ: A verb meaning to rule, to be king, to make king. The verb is used approximately three hundred times in its simple form to mean to rule, to be king, to have sway, power, and dominion over people and nations. God is King and will rule over the whole earth in the day when He judges the earth and establishes Mount Zion (Isa. 24:23). Israel rejected God from ruling over them during the time of Samuel (1 Sam. 8:7; cf. Ezek. 20:33); the verb is used to proclaim the rulership of a king when he is installed, as when Adonijah prematurely attempted to usurp the throne of his father David (1 Kgs. 1:11). The Lord reigns as the Lord Almighty over both earthly and divine subjects (Isa. 24:23; Mic. 4:7).
The verb also describes the rulership of human kings—the establishment of rulership and the process itself (Gen. 36:31; Judg. 9:8; Prov. 30:22). It describes the rule of Athaliah the queen over Judah for six years (2 Kgs. 11:3). In the causative form, it depicts the installation of a king. It describes God’s establishment of Saul as the first king over Israel (1 Sam. 15:35). Hosea 8:4 indicates that the Israelites had set up kings without the Lord’s approval.

The approach taken by the King of Nineveh, although simple, was rather more drastic than would be acceptable today

This letter, sent to Sargon
addressing the king by name: "To Sargon, king of the universe". 'Sargon's Nineveh letters'
